What this section is

Adoption is the beginning, not the end. This section lays out who owns which recommendation, when it's expected to happen, and how we know it did.

The comprehensive plan process (from the Steering Committee)

  1. Launch (January – March 2026) — Coordinate with project partners, review past plans/projects/data
  2. Listening (March – May 2026) — Engagement plan, community survey
  3. Visioning (May – September 2026) — Community workshop, goal & theme identification
  4. Action (September – November 2026) — Develop strategies & actions, implementation plan
  5. Adoption (November – December 2026) — Public hearing, environmental review, Planning Board

Where we are today

The Town is in the Visioning → Action transition. The September 23, 2026 workshop at Carlton Fire Co. Rec Hall is a milestone opportunity to shape which actions land in the plan.

The Steering Committee's timeline: finalize the FLUM and Actions by mid-October, with writing running through November.

Ongoing review

After adoption:

  • Annual review each January by Planning Board with a short public update
  • Full re-look every 5 years
  • Complete rewrite every 10-15 years
